Featured listings are only available to Premium and Platinum Memberships. The Featured listings are listings at the top of their categories and highlighted in yellow.  On your original Add Listings page, as well as the Edit Page, for each listing is a Feature check box.  This box allows you to manage the listings that are displayed as Featured.  Simply check the box within the listing to perform the action.  Premium Memberships have 6 Gun and 6 Gun Related Feature options and Platinum Memberships have 10 Gun and 10 Gun Related Feature options.  If you have used your maximum number of Features you will no longer see the box when adding new listings. To Feature a new listing you will need to Unfeature an existing Featured listing by editing a Featured listing and unchecking the Featured box in your account to free up a Feature space.
