This is a Luger P08 take-down tool.
This versatile tool was used by German soldiers in WWII to disassemble the P08 pistol, specifically for removing the side plate and breech block.

The flat end also acts as a screwdriver for various screws on the pistol, while the circular portion can be used to compress the magazine spring for easier loading.
