The Hi Point JC .40 SW is being sold as a PARTS GUN....NOT MEANT TO BE FIRED.
 It is not resetting to fire. 

The Hi Point JHP .45 acp will fire..... It needs a magazine. 
Only thing we know is that it need a magazine......it should function as it is supposed to.

Hi Point has a lifetime warranty and will replace both of these pistols if you mail them into them.
