Action completely frozen in place and totally rusted out. Magazine housing suggests entering bullet/shrapnel on right side blowing out much of the left side. Or, then again, it could simply be eaten away by rust. Absolutely impossible to fire or restore. Not a gun, even by ATF's loosest standards.
