  The Colt Police Positive .32-20 WCF is a small frame double-action revolver chambered for .32WCF (32-30) cartridge. Designed primarily for sale to federal, state, or local law enforcement agencies, the Police Positive was introduced into the firearms market by the Colt's Manufacturing Company in 1907, and are best known for being one of the few handguns that would punch through car sheet metal during the Prohibition Era.  According to the Colt factory this particular gun was made in 1914 so it is possible that it was used then.
