Used. This pistol was possibly manufactured post WWII for law enforcement and then markings were crossed out with X's when it was made availiable for civillian sale. After the war FN was eager to sell its pistols to generate any revenue it could. Many law enforcement contracts were indeed secured both pre and post war. Serial numbers are a bit of a mystery so it cannot be said for sure when this pistol was made. Pistol has many Belgian proofs and has a "4" stamped on the trigger guard.The holster is is of the one piece flap variety and is marked on the back "Pol. Hbg. 1964" but this has been X'd out but is still visible. Perhaps a reference to the Hamburg Police?
