The Double Action works Great.  Made 1920's to Late 1970's. It's All Original, Made in England. The Top of Receiver is stamped Birmingham This is a Beautiful Commercial example ! The Nicest I've ever seen 99+% $995
***  Note  ***   The Blue Book of Gun Values; 39th Edition;  page 2206, shows the Mark IV Commercial production of Webley & Scott Revolvers, were made 1920's to the late 1970's .
***  Note ***     I received this information from a gent.   "He Says":  "This is a Webley  Mk IV, produced after 14 May 1947, as serial numbers were prefixed by the capital letter 'A' from that point. Commercial production continued for another ten years. The majority of these revolvers were produced for WW2 and although some were made for commercial sale, like yours, production actually started in 1922".

Subsequently; I lowered the price to  $995.   Which is a SUPER deal !  If he or someone else wants to give it a new home, thats ok with me.  : >)
