Description:
The lower on this rifle was shipped by Colt on 6/26/98, in the middle of the AWB, yet it has no restricted rollmark for LE/Government use. Yes,it did emerge from the ban with no restricted rollmark. The upper is from a Colt R6551DC conversion kit that matches almost exactly several guns of the same serial number prefix that were observed as being seen before the AWB. It was brand new and legally purchased at somewhere around the ban date. That particular carbine had a considerably lower serial # (in the low 100's). I personally asked Ken about that carbine several years later.  His reply was that he purchased 7 of these carbines from a Colt distributor and sold all of them legally in California. He further informed me that all of those weapons had all the evil features which were subsequently forbidden as of the ban date.  He also stated that Colt marked that weapon as "Sporter" and that all weapons built after the ban were marked "Match Target" and had no evil features.  Take that for what it worth; but it made sense to me at the time. I've only seen a very few carbines with JC serial #'s, and all were marked "Colt Sporter Competition HBAR II I've not seen any information listing JC serial # weapons ever. Following description is what I can tell you about that carbine:" 
Original A2 Upper marked CMB (check,) has M4 Feed Ramps on Barrel, but NOT on Receiver (check,) 8/3 Rear Sight and LARGE Hole 0-2 Sight Aperture (check) Barrel marked “0” on bottom, approximately 1 inch in front of barrel nut just at start of first step down and “09” on top right side just behind FSB (NO, )FSB also marked “F” on left side (check,)  Barrel is stepped down twice (check,) Both steps show machine marks like RMS finish (?,) lower receiver is A2-Reinforced Type (check,) Receiver tube lock nut is NOT factory staked (check,) but is early type with 2 holes and 3 indents (NO,) Stock is fiberlite marked “N” and “1” (check,) A2 Sights (check,) Small Button F/A (?,) A2 Port Door (check,) Deflector-Brunton Bump (check,) 16” Colt Barrel 1/9 twist (check,) M4 cuts (check,) HBAR (check,) Standard Feed Ramps on receiver (check,) Standard Gas Tube (check,) Delta Ring (check,) Half Circle Carrier (check,) MPC Bolt (check,) A2 Flash Hider (check,) A2 Front Carbine Post (check,) Sear block (check.) They were sold with special serial numbers to appease california that wanted special serials, testing and what ever else...but they had not banned the evil threads on the barrel or detachable mags yet. When california decided to get even goofier Colt stopped production of the ARs with that serial range after very few were made and shipped. When the feds started mouthing off about brady ban, Colt was getting rid of any and all EVIL uppers etc and so they put them back out in carbines and less then 40-50 with rifle length configuration trying to get rid of any and all uppers that they would be stuck with. The link you are talking about was actually a question that a friend of mine put out there as he was wanting to buy it but i never let him actually buy it! LOL! He got a bit ahead of himself on that one! (NOTE) All the features marked with a "check" are also found on the firearm listed herein. Where they are marked "NO" the features are not on the subject rifle, and if I don't know, they are marked with a question mark (?). Out of 26 features listed, only two each of the NO markings and the question marks appear, so 22 of 26, or 85% of the features of one of the seven carbines sold at a gun show in CA before the ban match the gun listed here. An example of the RIFLE is also discussed below by an individual whose family bought three of them preban:
