That is stamped on both of these boxes of 45-100 Sharps Solid Head Primed Shells by Winchester Repeating Arms Co. They were there prior to North Dakota's statehood.
One box has all 25 no head stamp solid cartridge cases, the other only has 19.
There is tape, see pics. One stamp is lighter than the other, but it is there.
