Here is a Smith & Wesson 38 Perfected withouth the cylinder release. Letter says it shipped in 1915 to a large distributor for the South American market. Numbers match on frame, cylinder, latch, and barrel.
Shipping cost is $35. I'm a private individual and it will ship from my FFL to your FFL. Shipping to some states will require extra paperwork to ship and will increase the shipping fee from my FFL, which will be passed on to the buyer.
