Both uses would provide equal devastation. Others liked them for their ability to easily hide under a coat. I must admit this piece did appeal to the scoundrels of the day. Yes, it is legal to own!  It has been deactivated as a cartridge shotgun. It is now a MUZZLE LOADING CONVERSION. That means it has no legal length restrictions.
