The Springfield Model 1873 designed by Erskine Allen, was selected for military service by a board headed by Brigadier General Alfred Terry. The model 1873 was selected from a group of 99 rifles designed by several manufactures both foreign and domestic. Some which included Sharps, Peabody, Whitneg, Spencer, Remington, and Winchester. The rifles to be tested were brought to either Governors Island or Springfield Armory for testing. The Model 1873 was selected by the board because of its single-shot design, which at the time was believed to be of superior quality compared to the magazine fed systems of the era, and because of its performance during testing. Such tests included accuracy, durability, and the rate-of-fire where it scored an impressive 8 to 15 rounds per minute when used by recruits and experienced marksmen respectively. Upon selection by the review board the name was changed from "No. 99 Springfield" to "Springfield 1873" due to their recommendation, before entering military standard issue service.
