These were made after (WW 2) as an inexpensive and  safer 22 cal target rifle, after firing,  When you extract the empty brass, the bolt returns to safe position for the young beginner shooter ! It was also the least produced, of all the Bolt 22 caliber Winchester rifles, and to find one in this mint condition is rare !  It has been with me for over 50 yrs, for all my grandkids and now Great Grandkids, to learn safety at the range, as you can see they were very careful ! Blue is Mint and wood 99.9%, perfect bore and very accurate also! Its time for another instructor at the range ! Probably not shot more than 4 boxes of 50 over the years, it's not a semi auto ! check the condition out, near new !
