Development and Introduction Designed: Late 1920s Production start: 1931 Designer: Primarily by William Roemer and Harry Pope (under Winchester’s engineering leadership) Purpose: To create a stronger, more durable double gun using modern steel and manufacturing methods, addressing durability issues seen in some earlier American doubles. Early Production Era (1931–mid-1930s) A Model 21 built in 1934 is from the shotgun’s earliest production years. During this period: Production was still relatively low-volume, with extensive hand-fitting. The gun was marketed as a luxury, semi-custom product, even in its “Standard" grade.
